Olá Roots In Guinea-Bissau Family!
We are pleased to share that several African Americans have received final approval by the government of Guinea- Bissau for citizenship this week. Their names were approved at a recent cabinet meeting. There has not been a formal citizenship ceremony planned or approved by the government yet. However, per our previous communication with representatives from the Guinea- Bissau government, these are the following steps that will be required to complete the citizenship process and receive a passport and Bissau Guinean identification:
1. Passports and identification cards must be obtained within the country. The fees for these documents are currently unknown and are not included in the initial citizenship cost.
2. Each person that has had their application approved by the cabinet will be eligible to receive a Bissau Guinean Birth Certificate. This is the document that will allow you to receive your passport and Identification card.
3. There has been a non-governmental steering committee established to develop a process to aid in the acquisition of official citizenship documentation and potentially plan an informal citizenship ceremony, for those that have been approved. However, those processes are now still in development.
4. Roots in Guinea-Bissau has resources on the ground in Guinea Bissau that are willing to assist until formal processes have been established. The Council of Ministers met today, January 16, 2025, in Ordinary Session, in the "Francisco João Mendes-Tchico Té" Noble Hall, of the Government Palace, in Bissau, under the presidency of His Excellency the Prime Minister, Eng. Rui Duarte Barros.
In the General Information chapter, the following information was recorded:
• The Minister of Economy and Regional Integration presented the Report of the fact-finding visit carried out at the Safim tomato and mango processing factory, and reported the theft recorded there, with particular emphasis on the theft of various pieces of equipment.
• The Minister of Public Administration, Labour, Employment, Professional Training and Social Security presented an explanatory table of Public Administration staff, of retirement age, from all government departments that make up the organic structure of the current Government.
After an in-depth debate, the Council of Ministers instructed the Ministers of Finance and Public Administration to continue the process of harmonizing the public servant database as quickly as possible.
In the DELIBERATIVE part, the Council of Ministers, after analysis and discussion, decided the following:
1. Postponed until the next Ordinary Session, the Draft Decree regarding the legal regime for the control and marking of fuels and petroleum derivatives.

COMMUNICATION FROM THE COUNCIL OF MINISTERS
The Council of Ministers met today, February 6, 2025, in an Ordinary Session, in the "Salão Nobre Francisco João Mendes -Tchico Té", of the Government Palace, in Bissau, under the presidency of His Excellency the President of the Republic, General of the Army Umaro Sissoco Embaló.
In the DELIBERATIVE part, the Council of Ministers listened attentively to the presentation by the Minister of Finance on the General Framework of Public Finances, focusing on the current state of revenue collection and expenditure execution.
After debate, the Council of Ministers:
1. Approved the preliminary budget execution data for 2024.
2. It recommended that the Ministry of Finance make efforts to improve revenue collection capacity, increase the level of fiscal pressure and achieve better rationalization of State expenditure.

The Council of Ministers met today, February 13, 2025, in an Ordinary Session, in the Noble Hall "Francisco João Mendes-Tchico Té", of the Government Palace, in Bissau, under the presidency of His Excellency the Prime Minister, Eng. Rui Duarte Barros.
In the GENERAL INFORMATION chapter, the Minister of Energy announced to the Government Collective the results of the ongoing negotiation process between EAGB and Karpower.
In the DELIBERATIVE part, the Council of Ministers, after analysis and discussion, approved, with changes, the Draft diplomas indicated below:
1. Proposal for a Framework Law on Electronic Communications in Guinea-Bissau.
2. Draft Decree on infrastructure sharing.
3. Draft Decree relating to the management model for the national fiber optic network under a Public-Private Partnership (PPP) regime.
4. Draft Decree approving the Regulation on the access and interconnection regime.
5. Draft Decree on prioritization of renewable energy.

Still in the DELIBERATIVE part, the Council of Ministers postponed the Draft Decree that amends the EAGB Statutes and granted Guinean nationality, by naturalization, to the following individuals:

In the APPOINTMENTS chapter, the Council of Ministers gave its consent to, by Order of the Prime Minister, the movement of the Public Administration Management Personnel, as indicated:
MINISTRY OF PUBLIC ADMINISTRATION, LABOR, EMPLOYMENT, VOCATIONAL TRAINING AND PENSION
• General Inspector of Public Administration, Mr. Roberto Fetchena.
MINISTRY OF PUBLIC HEALTH
General Director of Maternal and Child Health, Mrs. Waldina da Silva Barbeiro.
As a result of these appointments, the service commission, in the same functions as the previous holders, is terminated.
